The Central Depository Services (India) Limited (CDSL) on July 30, 2026, notified regarding the verification of the Mobile Number Revocation List (MNRL) published by TRAI.
The following has been stated:
• CDSL has issued a communiqué directing Depository Participants (DPs) to implement the SEBI advisory on the verification of the Mobile Number Revocation List (MNRL) published by TRAI/DoT to mitigate the misuse of disconnected mobile numbers in cyber frauds. DPs are required to create login credentials on the DoT Digital Intelligence Platform (DIP) and use the platform to access the Financial Fraud Risk Indicator (FRI) and Mobile Number Revocation List (MNRL), carry out Enhanced Due Diligence (EDD) on affected accounts, update Action Taken Reports (ATRs), and monitor flagged mobile numbers regularly.
• The guidance requires DPs to download and verify FRI and MNRL data daily, identify accounts linked to suspicious or disconnected mobile numbers, perform enhanced customer verification, monitor unusual transactions, and take appropriate risk-mitigation measures such as alerts, transaction restrictions, account freezes, debit restrictions, delinking of mobile numbers, or other actions based on internal risk assessments.
• DPs shall also use the MNRL Reactivation List to remove reactivated numbers from further action, upload intelligence on suspected fraudulent mobile numbers, maintain customer care information on the DIP portal, and follow the prescribed grievance-handling process.
